FOR 2nd QUARTER OF FY’2017 (January to March 2017)
I. GRANT FUNDING from JAPAN INTERNATIONAL COOPERATION AGENCY (JICA) for the KOSRAE STATE POWER IMPROVEMENT PROJECT
1.1 Overall Project Accomplishment as of end of Quarter is approximately 5%.
1.2 Engineering representatives of Toshiba Power Systems Service Corp (Works Contractor) and the Project Consultant were deployed on site beginning February 20, 2017.
1.3 Ground Breaking Ceremony for the project was held on March 8, 2017 attended by the FSM Vice President, JICA and General Contractor from Japan, Kosrae Governor, Lt. Governor, Legislature speaker and members of the Kosrae Congress, Justice, Mayors, Cabinet members, Bureau Directors, Business representatives and general public.
1.4 Temporary facilities were erected for the Project consultant and the works contractor.
1.5 Partial delivery of materials such as cement, aggregates, equipment, cargo truck, bucket truck, scaffolding materials, and tools were delivered on site.
1.6 Trial mix of concrete and testing for strength is ongoing at the scheduled date after curing of the concrete samples.
1.7 Boundary marking and ground clearing was conducted. Diversion of existing creek/canal was done to give clear space for the power plant building.
1.8 Earth works for soil investigation and testing was done. Result of the testing revealed a soft quality of soil that necessitated a review and redesign of the building foundation for the equipment and general ground area of the power plant. The review and redesigning of the foundation have caused a slide on the completion of the project since the process was done in Japan.
1.9 The first batch of skilled workers for the project was deployed on March 20, 2017. The fifteen (15) workers came from the Philippines and were delayed in coming to Kosrae due to Entry Permit problems.
1.10 Tree cutting operations on Lelu Island was continued by KUA crew in preparation for the distribution works upgrade to be done at the area.
1.11 No safety or occupational accidents that resulted in loss of manpower and equipment occurred during the reporting period.
II. WORLD BANK FUNDED GENERATOR UNIT and OTHER EQUIPMENT
II.1 Invitation to Bids for the 600 KW, 4160 V, and 3phase Generator was issued toBidders. Site visits from the bidders were scheduled to verify location and methodof installation of the new equipment and its accessories. Submission of bids wereset on May 12, 2017.
II.2 Bids were submitted for the supply of LED lights for roadways and bids werereviewed by World Bank Bid committee and acceptance will be issued shortly.
II.3 Likewise, the submission of bids for one (1) unit of 500 KVA Three Phase Transformer for the Dock in Oat was done. Evaluation of bids was completed and awarding to be done by the Bid committee.
II.4 Specifications for one (1) bucket truck was forwarded to the Energy SectorDevelopment Project team in Pophnpei. Specifications will be used for procuringone (1) lineman’s bucket truck.
III. PROJECT CONTROL DOCUMENTS (PCD) FOR THE PROPOSED LINE EXTENSION PROJECTS AT FINFOKOA, MALEM AND LINE REHABILITATION AT UTWA WALUNG INNER ROAD.
III.1 Preparation of documents for submission to FSM National Government inconnection with the proposed line extension projects in FINFOKOA, MALEMand Rehabilitation of part of the inner Utwa to Walung road.

III.3 Estimated costs of the projects:
Malem Inner Road : $ 50,000.00
Okat Melo Road: $ 85,000.00
III.4 Funding for these undertakings are to be provided from Kosrae State Infrastructure Projects covered under S.L. no. 11-85 (P.L. 19-95).
IV. KOSRAE STATE ENERGY ACTION PLAN
Preparation of an updated Kosrae State Energy Action Plan for FY 2017 onwards.The plan included the proposed projects submitted to JICA, GEF, ADB, WB, GCF,and other funding donors for Renewable Energy Projects and Energy EfficiencyPrograms.
V. PPA BENCHMARKING REPORT FOR FY 2016
Commenced with gathering of data for the PPA Annual Benchmarking Report.Preparation of Production reports, Distribution System data, SAIDI and SAIFI andSolar PV percentages.
VI. WORLD BANK CONSULTANT ON ENVIRONMENT COMPLIANCE
Meeting and coordination and provided data and compliance certificates to thevisiting World Bank Consultant on Environment. The visit is in connection to theongoing procurement of Generator by World Bank for the KUA and the ongoingJICA construction of a new power plant.
